Germán was born on a brisk Sunday morning, May 11, 1958, in Santiago, Chile. In 1977, he earned a degree in humanities from the esteemed Liceo de Aplicación.

The Bauhaus movement ignited a profound shift in his perspective on life, sparking a newfound passion for photography that ultimately led him to Sweden. This transformative decision was catalyzed by a captivating exhibition at the Museum of Fine Arts in his hometown during the winter of 1977, leaving an indelible mark on his creative journey.

By 1982, he had refined his skills in the captivating field of documentary photography at the Kursenverksamhet vid Stockholms Universitet, affectionately known as "The Old Photo School." This esteemed institution was founded by the legendary photographer Christer Strömholm, establishing it as a beacon of artistic excellence.

1983 Germán began as a photography instructor at the Arbetar Bildnings Förbundet (ABF) in Stockholm. Just a year later, his talents were recognized, and he was promoted to assistant to the study secretary within the Education and Culture Department of ABF, marking the start of an exciting chapter in his career.

The year 1984 marked a pivotal moment in his journey. He embarked on a daring freelance adventure, immersing himself in the depths of the Nicaraguan jungle to chronicle the counterrevolutionary Contras amid the turmoil of the Sandinista revolution. This exhilarating experience evolved into his compelling three-part "Navidad Roja" (Red Christmas) saga.

In 1986, a serendipitous encounter with Ernesto Cardenal, who served as the Minister of Culture in Nicaragua (notably, he rejected the Nobel Prize from the Swedish Academy of Literature), inspired him to develop enhancements for the photography department within the ministry. This endeavour required substantial financial investment supported by the Swedish International Development Cooperation Agency (SIDA). Upon completing this project, Germán established a lasting friendship with Cardenal, who was celebrated for his profound empathy, exemplified in his evocative work "Plea for Marilyn Monroe."

Germán's exceptional analytical skills and unwavering integrity set him apart, allowing him to navigate the complexities inherent in public administration adeptly.

From 1990 to 1993, he served as a public administration advisor to Gladys Ramirez de Espinosa, the Minister of Culture. During this time, he collaborated with the International Organization for Migration (IOM) and the Swedish International Development Cooperation Agency (SIDA).

His expertise was further demonstrated during his tenure with the United Nations Development Programme (UNDP) from 1993 to 1997, where he played a crucial role in monitoring the peace process in Central America.

In August 2000, Germán transitioned to the corporate sector, initially taking on the role of Public Relations and Communications Manager for Grupo Pellas and Unión Fenosa in Nicaragua and the Dominican Republic.

His strategic acumen significantly influenced the initiatives of the United States Agency for International Development (USAID), particularly in improving electricity payment rates in the Dominican Republic. By 2004, he had risen to Corporate Vice President of Communication at AES Dominicana, where he played a crucial role in transforming the company's public image and laying the groundwork for corporate social responsibility initiatives.

Germán has immersed himself in the intricate world of energy for the past twenty-five years, driven by an unwavering enthusiasm for its challenges. He has consistently advocated for timely electricity payments and has played a crucial role in refining regulatory frameworks. His efforts to promote natural gas have significantly transformed the Dominican Republic's energy landscape, steering it away from oil and coal towards greener, more sustainable alternatives.

Germán is a prolific publisher, editor, and author with a portfolio of twelve books. One serves as a poignant tribute to the Nicaraguan poet Carlos Martínez Rivas, supported by Don Octavio Paz.

His significant contributions to project development and negotiation studies at esteemed institutions such as Harvard University, the Instituto Tecnológico de Monterrey in Mexico, and the Universidad de Los Andes in Colombia have made him a prominent thought leader.
